Saaremaa is the easier first island because Kuressaare provides a clear base and the island has a broader mix of heritage, coast and visitor services. Hiiumaa feels quieter and less structured, which is its strength for travellers comfortable with driving and advance planning.
Saaremaa has the easier base
Kuressaare combines the castle, restaurants and a useful range of accommodation. From there, separate driving loops can reach western cliffs, rural churches and smaller coastal stops. The island still needs several days, despite having more developed services.
Hiiumaa is the quieter choice
Hiiumaa suits lighthouse drives, uncrowded beaches and travellers who do not need a long evening programme. Accommodation location matters because sights are dispersed and public transport is limited. A car provides much more control.
Combining both islands
Allow at least a week and check the direct inter-island ferry before committing to the order. If the sailing does not operate, the mainland detour weakens a short trip. In that case, one island explored properly is the better choice.
