Each of the three principal cities has a clear identity. Bilbao links industrial history with major museums, San Sebastián wraps urban beaches around a compact centre, and Vitoria-Gasteiz balances a hilltop old town with parks and quieter streets.
Food matters throughout the region, but a useful trip also includes architecture, coast, landscape and everyday neighbourhoods. Short distances make a multi-city stay possible without forcing a new hotel every night.

Bilbao and the estuary
Bilbao needs time for the Guggenheim area, old town, river route and at least one other museum or neighbourhood. It is also a strong transport base for the western province.
San Sebastián and the coast
Use San Sebastián for bay walks, old-town streets, food and beaches. Coastal additions should be selected around bus or rail links rather than treated as one continuous promenade.
Vitoria-Gasteiz and the interior
Vitoria-Gasteiz offers a slower inland contrast, with a medieval centre, cathedral visits and the Green Belt. It works as a full day or an overnight between the larger cities.

Choose one city
Stay in Bilbao or San Sebastián and explore it properly. A single day trip is possible, but moving between all three cities would leave little time for museums, coastal walks or meals and would make the visit feel like a transport exercise.
Two cities and an inland day
Divide the stay between Bilbao and San Sebastián, then visit Vitoria-Gasteiz for a day or overnight. Use the bus timetable to choose the order and keep at least two full days for each principal base.
Cities with coast or countryside
Give all three cities enough time, then add one coastal or inland extension. A car is optional for the city triangle but useful for smaller places. Leave weather flexibility for exposed coast and long walking days.

Local transport
Bilbao has metro and tram services, while buses and walking cover the main visitor areas in all three cities. Hills and rain can change what feels practical.
Driving
Use a car for rural routes, smaller coastal towns and inland wine areas. City-centre parking adds cost and is not needed for the main three-city journey.

Late spring to early autumn offers longer days for coast and park routes, but rain remains possible. Carry a waterproof layer and keep at least one museum or indoor option available.
